Instructions
In a small bowl, combine lime zest, lime juice, black pepper, chopped tomatoes, green onion, and tequila. Cover and refrigerate for at least 2 hours to allow the flavours to meld.
Preheat oven to 375°F (190°C).
Pat halibut steaks dry and remove skin if desired.
In a shallow bowl, mix flour, salt, and pepper. Lightly coat the halibut steaks, shaking off excess flour.
Heat olive oil in an ovenproof skillet over medium-high heat.
Sear halibut for 4 minutes on one side until golden brown.
Flip the fish, reduce heat slightly, and cook for another 3 minutes.
Spoon chilled salsa over the fish and transfer the skillet to the oven.
Bake for 10–12 minutes, until the halibut flakes easily with a fork.
Serve immediately with Basmati rice and steamed green beans.
